Update on Tract F: Join Us at City Hall on April 7th

As we continue to advocate for thoughtful planning in our neighborhood, we have an important update regarding Tract F (2019 E 3rd Ave), the current site of the Head Start building.

The Story So Far

To understand where we are, it is important to look back at the events of 2024. At that time, Tract F was bundled into a Request for Qualifications (RFQ) for Tract C, a process many felt lacked sufficient transparency.

Following that move, the City accepted a proposal for a 22-unit market-rate development on the site. While the project was publicly billed as "affordable housing," the reality was quite different: only 2 to 4 units were designated as affordable, with no specific Area Median Income (AMI) threshold ever defined. Thanks to the dedicated engagement and protests of our community members, that development was ultimately defeated.

The Current Situation

The City is now revisiting the future of Tract F. In response, the Library Neighborhood Association (LNA) has sent a formal letter to City Councilors, City Staff, and City Manager Jose Madrigal. This letter outlines our specific concerns and hopes for the future of this lot, which we believe serve the community’s best interests.

How You Can Help

While the City’s processes often move behind the scenes, your presence and voice are what ensure our neighborhood is heard. We are asking you to take action in the following ways:

  1. Attend the Study Session: There is a study session at City Hall on April 7th at 2:00 PM. While the public is welcome to attend, please note that this is a "listen-only" session for the gallery—public comment is typically not permitted during study sessions. However, a full room sends a powerful message that we are watching.  The council will then meet with the LNA at a later date to be determined. 

  2. Lend Your Voice: Write to the City Council and the City Manager. You can explicitly state your support for the LNA letter, or you can draft your own correspondence outlining your personal vision for Tract F. Feel free to use our letter as an outline.

  3. Stay Engaged: This is just the beginning. There will be many more opportunities to engage with the City on this issue in the coming months.

Please mark your calendars for April 7th. Showing up is the most effective way to ensure the City remains transparent and accountable to the residents who live here.
